No it does work, what most likely happend is that the game had an update patch in the time you had the download paused If that happens and the download starts again Steam checks the download files version and if it finds newer files ( because of the patch) he will delete the old ones and start from the beginning Can be quite annoying

Honestly,sometimes its best to use a download server on the other side of the world Sounds strange but that means it will be nighttime over there and that means a lot less users downloading stuff Local servers from your own country often are slower then foreign ones that are far away for that reason
