Unfortuantely prj files are how the coordinate system projection information is stored for few different formats used by current ESRI products, particular flat file based information There doesn't seem to be native tools within ArcMap to create a WKT format of the prj file

When you load in QGIS a shapefile without a PRJ file, you can set the coordinate system, but no PRJ file is created This older question: How to obtain prj files in QGIS? has an answer saying menu "Vector - Data Management Tools - Define Current Projection" does it, but it is not present in recent versions Any suggestion of how to do it?

The problem is that the prj is not standardized You can have several slightly different definitions For example is the datum value for your EPSG in OGC WKT "North_American_Datum_1983" and in ESRI WKT "D_North_American_1983"

The prj file itself was already used by ESRI in the Arc Info E00 coverage format Possible reasons to not use a prj file It is not compulsory; The strings to use in prj are not documented by ESRI, so other vendors have had to reverse engineer them prj is not needed if a user works in a single coordinate system all the time
